I am having the same problem and have a few more details:
You definitely cannot install anywhere other than the default C: Minecraft directory. Very annoying.
It is NOT a matter of having a JDK installed in a different drive. I installed a 2nd copy of the JDK and JRE on my D: drive and Minecraft still would not start.
Installing in the default directory does work... up to a point. I noticed that the default version from the mojang site is 1.13.2. But the server I normally use indicated it is using 1.14.4. Worse, I cannot find any information on the mojang site about what the current version is!!!
I am sorry to say, but I would not have expected such rookie design flaws in a game as mature as Minecraft.
