Minecraft skins are not accessible when not connected to the internet, even when the skins are downloaded directly to the computer.
How to reproduce
Turn of the internet and then try to change skin. It will say “Sorry! We could not load your skins.”.
This is a parity issue because in MCBE you can access skins even when not connected to the internet.

But on my computer, I have skins downloaded. Which means they SHOULD be accessible w/o connecting to the “server”.
Hi, this feature works as intended. If you would like to have this functionality, I suggest submitting a feedback request to our Parity feedback tracker. If many others feel like you, we might add it!
Player skins are stored on Minecrafts skin servers and have to be loaded from there. This has been like this for as long as I can remember, I don't think that this is a bug.
