I am trying to remove all custom skins from my Mojang account, but when I reopen the launcher I can still see or choose custom skins. It's so difficult to remove them completely, as when I try to reset or uninstall Minecraft Launcher, as it keeps happening. WHY DOES IT KEEP HAPPENING THAT I CAN'T MAKE ALL CUSTOM SKINS DISAPPEAR FROM THE SKIN LIBRARY?

I am sorry you are experiencing this issue. Do you happen to use a third-party launcher? Perhaps it is interfering with your skins.
What happens when you click delete of a skin in the launcher? Please try doing this and closing your launcher. Then attach the full launcher log found in minecraft/launcher_log.txt so we can investigate the issue.
