I have a Minecon 2013 cape, it worked until latest launcher update. Doesn't appear in launcher or in game.

This issue is already being tracked at MCL-15787. Also, there is a workaround listed in that report that might be helpful to you.
I am able to select the cape in the web skin interface at minecraft.net, but not in the launcher.
