launcher wont start

When i start the minecraft launcher program it pulls up a tab which says that a update is neccary however it freezes before it can make any real progress on the update and then another tab opens saying that minecraft cannot update. Ive tried deleting and reinstalling the launcher however it still does the same.  Although i downloaded forge recently (1.16.4) to be able to join modded servers and then in the next day i downloaded forge again for 1.12 and ran it and the game is how it is now. I then deleted all forge related files and it still wouldnt launch after restarting my pc and deleting and reinstalling minecraft   .Can anyone help?
