Minecraft installer does nothing

I downloaded the new minecraft installer (its november 3rd), on execution I agreed the Mojang license agreement, and the it did nothing. The progress bar didn't move for half an hour and i saw in the task manager that it did use about 60 MB ram but it didn't use the cpu (0%).
