[MCL-20486] when installing the Minecraft launcher, it will not even begin the installation process. even when my firewall and antivirus program is turned off.

When I go to install the "Minecraft Launcher Installer"(java) the progress bar refuses to move, even after doing every single bug fix possible. Firewall/Antivirus, TIme-zone, uninstall, reinstall, factory reset even. Nothing works and it will not install no matter what; the computer is up to date, I have the minimum requirements plus some to run the game itself. simply nothing works.
