When hardware acceleration is enabled in the launcher, the screen stutters and causes flickering as well as a lower FPS than normal (144hz monitor suddenly seems 60hz when launcher is the active window).

Does this issue still occur?
Unfortunately we could not reproduce this issue on our machines with similar specs and monitor.
Launcher in the video looks the same on both instances.
Can you update your graphic cards driver?
Please also update your Windows and Xbox apps (companion, xbox).
What I also suggest: disable all of the overlays like: Discord, Nvidia (or other graphic cards) overlay + be sure to turn off all of the program which can affect graphic settings like programs which read temperatures and cpu/gpu load.
