When I load a 1.17 version, like any..it doesn't work it gives me this launch error and it gives me a URL code and download it and it still doesn't work. I'm pretty sure this is a bug.

Does this issue occur on newest version of the Launcher?
Does this issue occurs on non-modded version of Java game?
Have you tried reinstalling/updating Java drivers?
Have you tried reinstall the Launcher?
Have you tried installing it in any other directory?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Have you tried to re-registering MS store as written here?
Do you have enough free space on your disc drive?
Do you use VPN or any of the incompatible software on machine you try to log-in?
Could you provide us with more in-depth repro steps?
