Hi!
The default behavior of the newest Launcher is to stuck at infinite loading while being without Internet connection. To specify, it happens when there is attempt to sign-in. The new Launcher uses Microsoft Store and XboX Game Bar App (which requires Internet connection to work) to connect all the Users data e.g. Gamepass allowing playing different entitlements from one account.
Closing the ticket as "work as intented".
