Have you tried to install older Launcher from the minecraft.net website?
Are you logged in in both Xbox app, MS store, and Launcher with the same MS account?
Have you tried signing out of all your Windows Apps, and the signing in again?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Did you try to changing your skin on minecraft.net?
Do you have enough free space on your disc drive?
Could you provide us with more in-depth repro steps?

Effectively if this error is being reported since 2022 and it is already 2024 and it has not been solved since I have the same problem and I am stressed about not being able to use my skin, there is a solution available or a patch will be released to solve the error.
