I sent out my computer for repairs over a month ago and when I got it back just recently the launcher won't update. I have tried uninstalling and reinstalling Minecraft straight out, and uninstalling and reinstalling the current version of Java and nothing works.

Hi there!
Could you answer few questions regarding this issue, it will help with the investigation:
Have you tried to install older version of the Launcher from the minecraft.net (Windows 7/8)?
Are you logged in in both Xbox app, MS store, and Launcher with the same MS account?
Have you tried signing out of all your Windows Apps, and the signing in again?
Is your Windows and associated apps (Xbox app, MS store) up-to-date? (check for updates regardless)
Have you tried to re-registering MS store as written here?
Do you have enough free space on your disc drive?
Have you tried booting Launcher in Beta mode?
Have you tried deleting .minecraft folder before Launcher reinstallation (copying it elsewhere beforehand)?
Have you tried reinstalling your JDK java program?
