I am having the same issue, I have no idea how to fix it but it really bums be out because I have been so excited for 1.19. I hope it gets fixed soon.

Windows 11?
Hi there!
Could you answer few questions regarding this issue, it will help with the investigation:
Does this issue occur on the newest version of the Launcher?
Does this issue occur on beta version of the Launcher?
Have you tried to install older version of the Launcher from the minecraft.net website (Windows 7/8 version)?
Are you logged in in both Xbox app, MS store, and Launcher with the same MS account?
Have you tried reinstalling the Launcher, but deleting .minecraft folder beforehand (copy it elsewhere before deleting)?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Have you tried updating/downgrading JDK Java version?
Have you tried to re-registering MS store as written here?
Do you have enough free space on your disc drive?
Do you use VPN or any of the incompatible software on machine you try to log-in?
Could you provide us with more in-depth repro steps?
Please also provide full launcher_log file.

I have this exact issue, I can't download any 1.19 snapshot or the release. It's really weird because all our files are different types of files from what I can tell.
It's labeled like this:
Error
Launching game Failed!
Unable to decompress file.
Error details: no message available
Filename on disk: ct.sym
Path: C:\Users\dbzne\AppData\Local\Packages\Microsoft.4297127D64EC6_8wekyb3d8bbwe\LocalCache\Local\runtime\java-runtime-gamma\windows-x64\java-runtime-gamma\lib\ct.sym

Hi again!
wolfieboy12612, has solutions listed above help to solve your issue?

I am having the same error, albeit with a different file.
//Unable to decompress file.
Error details: no such file or directory
Filename on disk: jabswitch.exe
Path: C:\Program Files (x86)\Minecraft Launcher\runtime\java-runtime-gamma\windows-x64\java-runtime-gamma\bin\jabswitch.exe
Exists: File
I have tried all listed solutions above, all versions of the Minecraft Launcher for PC (Win 10/11, Win 7/8, executable and msi installers), Uninstalled/Deleted all relevant files, but still can't get any recourse.
Attached is my launcher log.
Hi!
Have you tried reinstalling / updating Java to the latest version?
Or even outright changing to java installation from java.com and not oracle.com?

@Zgajak
Hi!
Java was already updated to the latest available version, but I uninstalled and reinstalled it to be safe and there was no change to my issue since it had to do with the included JRE.
I pointed Minecraft to run from my system's java executable and encountered MCL-18306 which required me to delete the JavaCheck.jar
file in the game directory for the Minecraft Launcher installation. Post-JavaCheck.jar deletion, the game booted.
This does not solve the initial cause of MCL-21565 which seems to stem from a failed file download. The file JabSwitch.exe
does exist in the filesystem under ..\runtime\java-runtime-gamma\windows-x64\java-runtime-gamma\bin
, but registers as an empty file with a size of 0B, consistent with @TouchierDwarf125 having a copy of "splashcreen.dll
" that is 0B in size.

Edit: I have reason to believe that the issue is directly correlated to IPV6 issues. After disabling IPV6 on my router, I was able to successfully download the missing file nearly instantaneously, and boot into Minecraft as normal.
Cursory research leads me to believe this may either be a general IPV6 issue, an issue with intel NICs, or a combination of both. Further testing required

updated related error messaging; hopefully that helps for users who run into this next.
I am also having this issue, except it gives me the a different file path:
Filename on disk: jvm.dll
Path: D:\Minecraft\runtime\java-runtime-gamma\windows-x64\java-runtime-gamma\bin\server\jvm.dll
