When clicking on the Install button on Minecraft: Bedrock Edition, it will always download version 1.17.10 instead of 1.19, happening since 1.18, and I can neither find updates in Microsoft Store or Xbox, nor in Minecraft Launcher.

I have tried that, reinstalling the Minecraft Launcher and MCBE, but it still installed a legacy version.
Downloading appx file would work, but I did not experience this issue again after reinstalling my computer.
btw, now that I cannot update my Minecraft Launcher from the Microsoft Store (and Xbox App). It shows I should restart the app to update even I have all "Minecraft.exe" processes killed and I cannot find any containing "Minecraft". (I checked that it is up-to-date Minecraft Launcher.) (Well, UWP apps have a Retry button next to that, but Win32 apps doesn't.)
Should I just ignore that and only check for updates when launching Minecraft Launcher or reinstall the system again (I'm not gonna do that since that takes too much time)?

I'm not sure if I understand you correctly, does the issue still occur?
If you still have problems with Launcher, please uninstall it, delete .minecraft folder (copy it's content elsewhere beforehand).
Please also sign out of all your Windows apps (Xbox app, MS store) and then sign in again.
You can also try to re-register MS store:
1. On the Start Menu, search for PowerShell.
2. Right-click on PowerShell and select Run as administrator.
3. In the PowerShell window, type this command and press Enter:
Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
4. Restart the computer.
5. Check if the game is now working.

Please uninstall the Minecraft for Windows in Apps and features, then install it through Microsoft Store.
Please also reset your Microsoft store with wsreset.exe which you can find in windows searchbar at the left side of taskbar.
