[MCL-21632] when i went to play minecraft i was stuck in 1.18 when i tryed to update the game there was no option to do so then when i tryed uninstalling and reinstalling the game the play button would be greyed out after i select install

Steps to Reproduce:
1. open the Minecraft launcher with Minecraft uninstalled
2. ...try to install the game
3. ...try to open the game
