When I try to run the UWP Version of the app it opens the system32 folder in windows, the video shows it better.
(Note) I did make a desktop shortcut to see if phoenix se was right about a small icon but it did not even create a shortcut.

Could you answer few questions regarding this issue, it will help with the investigation:
Have you tried to install older version of the Launcher from the minecraft.net website/MS store (Windows 7/8)?
Are you logged in in both Xbox app, MS store, and Launcher with the same MS account?
Have you tried signing out of all your Windows Apps, and the signing in again?
Have you tried booting it from the MS store?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Have you tried resetting the Windows apps?
Have you tried downloading 'Xbox Identity Provider' found here https://www.microsoft.com/en-us/p/xbox-identity-provider/9wzdncrd1hkw#activetab=pivot:overviewtab (or in MS store)?
