When I create a new skin and click on the "Browse" button under "Skin File ❓ " the launcher freezes for a minute and then closes. The Windows Explorer "Open" window doesn't even apear most of the times.

Could you answer few questions regarding this issue, it will help with the investigation:
Have you tried to install older version of the Launcher from the minecraft.net website/MS store (Windows 7/8)?
Have you tried upgrading/downgrading JDK java app or even reinstall it?
Are you logged in in both Xbox app, MS store, and Launcher with the same MS account?
Have you tried updating/reinstalling your graphic card drivers?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Have you tried deleting .minecraft folder (copying its content elsewhere before deletion) before reinstalling the Launcher?
Do you have enough free space on your disc drive?
Are you sign in on Xbox Companion App?
Have you tried downloading 'Xbox Identity Provider' found here https://www.microsoft.com/en-us/p/xbox-identity-provider/9wzdncrd1hkw#activetab=pivot:overviewtab (or in MS store)?
Do you use VPN or any of the incompatible software on machine you try to log-in?
Can you provide a video of said issue?
