I just got on Minecraft a couple minutes ago and found that my "Latest snapshot" version was on 22w24a. I am reporting this on June 29, 2022 right now and 1.19.1 release candidate 1 was released on the 23rd. I checked the version_manifest_v2 file and it showed no sign of 1.19.1rc1 or prerelease 1 whatsoever. I already searched for a similar bug on here and had no luck, so I apologize if this is a duplicate. If Mojang made some reversion because of the recent controversy about the report feature, I do not know about it.

Hi there!
Could you answer few questions regarding this issue, it will help with the investigation:
Have you tried to install older version of the Launcher from the minecraft.net website/MS store (Windows 7/8)?
Have you tried upgrading/downgrading JDK java app or even reinstall it?
Is your Windows and associated apps (Xbox app, MS store) up-to-date?
Have you tried to uninstall Launcher and delete .minecraft folder (copy it's content elsewhere before deletion), then reinstall it again?
Do you have enough free space on your disc drive?
Do you use VPN or any of the incompatible software on machine you try to log-in?
Could you provide us with more in-depth repro steps?
This ticket will automatically reopen when you reply.
My launcher also says the latest snapshot is 22w24a. 1.19.1-x are available though.
edit: fixed apparently
