A few days ago i opened up Minecraft Launcher and it started an update, later when it was finished i launched Minecraft Launcher but to no avail, i checked Task Manager and Minecraft Launcher was technically running but it wasn't using any CPU Power and it wasn't doing anything with my disk. It's been a few days and it's still doing the same thing. Whilst writing this bug report i opened Minecraft Launcher again for a screenshot and it updated but is still doing the same thing.

Have you tried closing the process in the Task manager?
Also on which Launcher does the issue occur? Older or newer?

I have tried closing the task and restarting and it will use a little CPU power but then crashes, and it still doesn't open a window.
My version of the Minecraft Launcher I believe is the newest full release but i am unsure what the exact version is.

Please delete .minecraft folder (copy its content elsewhere before deletion) and reinstall the Launcher.
Please also update your Windows and drivers (check regardless of current state).
Also after that, please try to boot Launcher without any other apps and overlays.

I will try that and see how it goes, also I am not using any kind of other apps or overlays.
Edit: I tried what you told me to do and now everything is working as it should. Thank you for your assistance.
I experienced it also a few times. The solution is to simply kill launcher's "broken" process and open it again
