When in the Launcher, the skins menu will repeatedly say 'unable to load skins' even after restarting the Launcher

I made a new skin for myself, and then tried to open the Java Edition skins menu, and it said: 'Unable to load skins'. I clicked 'try again' and it didn't work. I then spammed the button and then restarted the Launcher, tried again, and it still didn't work. Then I came here, and...yeah.

Could you please record a video of this issue?
Also please uninstall the Launcher, delete .minecraft folder (copy its content elsewhere before deletion) and then reinstall the Launcher.

I have recorded a video of the issue, in which I opened the skins menu in the launcher and it didn't load.  The file with the video is attached to this comment.

⚠️ I believe that the file is only openable on MacOS, sorry for any inconveniences while attempting to open the file.⚠️ I do not know how to convert it so that it is openable on Microsoft computers with Windows, if it is not openable on Windows. I dont actually know if it is openable at all, because it is the file's name.

I think you can upload mov file. You can also convert the file in quick time player, or by saving it in .mp4 file format.
Also have you tried uninstalling Launcher and deleting .minecraft folder as I previously asked in my post?
