[MCL-23324] When Minecraft Legends is installing, other Minecraft games cannot be launched as they are "Waiting on install"

I own a license to Minecraft: Java Edition and Minecraft: Bedrock Edition, and have access to Minecraft Dungeons and Minecraft Legends through my Xbox Game Pass for PC subscription.

This happens when anything is installing via the launcher. Dungeons, Bedrock, Java. It lets me play after the installs done.
