[MCL-23925] Can't select, change or equip skin in launcher or website

I cannot select, change or equip any Minecraft skin. Also does not work at minecraft.net. When I try to change my skin, I get this error message:

This does not appear to be a regional issue, as many players have been reporting this issue approximately 15 minutes before this bug report was created. Affected players have been in different regions of the world.

Screenshots of the player's complaints were shared to the Mojira Discord before finding out about this bug report.
