[MCL-24753] Every time I Restart the Launcher the Language changes to Whatever Default

I play in Russian and every time I close the launcher and open it again, the language changes to English

Does this issue still occur on the newest Launcher version?
Could you provide a video of this issue?

Also uninstall the Launcher, delete .minecraft folder (copy its content elsewhere before deletion) and then reinstall, restart your computer. Then please try to boot the Launcher.
