Can't download minecraft onto a different console

I have a minecraft account on the Playstation 4, but when I tried to download it on the same account to my computer, it states that it wants me to buy it despite having it already on a different console. It tells me to either buy the x-box pass or to buy it in the microsoft store and I've checked to see that I'm logged onto the same account as my playstation.
