The Cape is not showing up for java players in the launcher when they have it on bedrock edition. Like the common cape for me and lots of players they have the common cape in bedrock edition and when they go to minecraft.net login and click change skin no cape there. When they go to the launcher, still not there.

Try equipping the cape in bedrock and just wait a bit then go back the minecraft.net and check if you now have it. Hope this helps!
