cloak texture "common"

Could you please write how to access this cloak in Launcher?

The problem isn't with getting the cloak or how I got it, but with the texture itself. The texture itself can be obtained from the cache in the game folder (if it's been running for a while), or simply by downloading it from the internet, like on namemc.

So, does this issue occur inside the Launcher or inside the game/inside game files?

The issue isn't related to the launcher or files. The flaw itself exists in the cloak texture, specifically the original cloak texture on the Mojang server. I don't know which of the six sections my texture issue report would fit in, so I chose the launcher section. Sorry if I've confused you in any way and continue to do so.
