The minecraft launcher won't even install, I uninstalled it to see if reinstalling would fix the fact that minecraft for windows wouldn't update and the launcher won't install.

Can you record and upload a video or screenshot of this issue?
Please try deleting the ".minecraft" folder which can be found here: C:\Users[username]\AppData\Roaming (Please make sure to back up the folder before deleting it!)
