[MCL-2607] Launcher stalls at "Downloading icu4j-core-mojang-51.2.jar"

After I click "Play", the launcher stalls at "Downloading icu4j-core-mojang-51.2.jar".

Please attach the complete output of the "Development console" which can be found on the second tab of the launcher.

I can't do that. I am unable to reproduce the results, but I did something before this happened. I opened my profile, changed the JVM arguments a little by adding -Xincgc to it because I heard it can reduce lag in Minecraft. Without starting Minecraft, I saved my settings and closed the launcher. I opened the launcher again and then this happened. When I started the launcher again it worked just fine.

You may attach the logfiles of the time of happening, see .minecraft/logs/<DATE>.log.gz

The log files are compressed in .gz format and I don't have any programs on my computer that can extract it. I also cannot install one because I am not the administrator on my computer.

Just attach the relevant log file to the ticket. It doesn't matter if it's compressed.

But I don't remember what day or time it happened and I have a lot of log files.
