Can't download minecraft, gives me an error.

I can't download minecraft. I open the launched and before even logging in that message mentioned above pops up. I just redownloaded my Java, I redownloaded the minecraft launcher numerous times, checked my firewall and kaspersky internet security settings, nothing out of the ordinary. I can't seem to get this to work and it is seriously frustrating me.

If I load this link (https://s3.amazonaws.com/Minecraft.Download/launcher/launcher.pack.lzma) I can download it no problem. However I don't know how I would add the downloaded file into the minecraft launcher
