I am currently unable to download the new launcher upon the startup of Minecraft and I uninstalled and then reinstalled minecraft several times. The error still comes up. How can I resolve this issue?

What happens when you click on http://launcher.mojang.com/mc/launcher/win/8f1d31dfea0301cfa2ca7aaedc34da8e9fa25b31/Minecraft.exe from your web browser ? If it starts to download, then it's not a server issue, but some kind of Firewall, Antivirus or Parental control software is blocking the access from the Minecraft Bootstrap Loader to the internet.
