Put the summary of the bug you're having here: I can't log into or play Mincraft.
What I expected to happen was...:
That when I logged into the Minecraft launcher it would let me click play and play Minecraft
What actually happened was...:
It didn't open up or go into the launcher, and it said [ Sorry, but we couldn't connect to our servers. Please make sure that you are online and that Minecraft is not blocked. (EOFException: SSL peer shut down incorrectly)
Steps to Reproduce:
1. Open up Minecraft
2. Log in
3. = problem

No I can't. I can't even get into the launcher, and if there is a way through the .Minecraft file It won't work for me because in my attempt to fix the problem I reinstalled MC so the file only consists of versions, and launcher_profiles.json
May have a similar cause as MC-34749 . Something between your Launcher and the Mojang auth servers plays proxy, that may be your local antivirus software as well as something else.

Came here FROM Mojang Support Center with exactly the same issue. I am quite sure this is not the antivirus/parental control/firewall issue, tomorrow I will try to check it with HTTP sniffer or wireshark.
