[MCL-5396] Unable to update the Minecraft Native Launcher

It's been 3 days that i've been trying to download the new Launcher.
I've tried everything, i uninstelled both minecraft and Java and reinstalled the newst versions.
I cleaned my computer using CCleaner, avast and Malwarebytes.
I've disabled the antivirus and both public and private firewalls
I've tried to launch From the installation folder in programfiles(x86)/Minecraft.
tried with administrator mode and windows problem solver.

i've tested my internet connection and i've tried in 3 different computers.

I also used 4G from my cellphone via USB.
Nothing has worked.

I realised that, Urielsalis, thanks but I want to know why is it timing out.
as I said, I tried with My home internet and my phone's 4G via USB.
And in different computers. i've checked the connectivity using speedtest and everything seems to be normal.

I Live in South America, Chile. But some friends of mine have already downloaded the new version with no problems, they also live in Chile.
Right now i play Minecraft thanks to the .jar launcher for Linux which opens the anterior launcher so i can play fine.
But still, i'd like to test the new launcher, people say it's very good and that it improves performance.

Sorry if I look impatient, but what is the problem?
I've checked all mojang server status and they are fine. This is now the 4th day with the issue.
It get's stuck beteween 12 to 15 mb

He probably wasn't able to figure out my problem and told me to upload an issue for Mojang.

What happens when you click on http://launcher.mojang.com/mc/launcher/win/a57a2dced97125f6bda613fa9a75e3de24a84298/Minecraft.exe ?
Does it download completely or does it stall too ?

It did download but at the end it showed "Error: Download error" (actually "Error: Error de descarga" but it should be the same meaning of course)
The second try it downloaded but when i execute it, it gets stuck as always, this time 13,44 / 38,80 MB. It varies between 12 and 15 MB if it helps.
Eventually it gives me the error of "Unable to update the Native Minecraft Launcher"
Also sometimes it tries to re-download again geting stuck at a lower ammount of mb than before.

I'm not sure but i think if I get the files that are installed by the .exe and i install them manually, it might end up working.

After trying a lot of combinations. What kinda "worked" was:
Using 4G from my phone via USB, Unpluging the ethernet cable, deactivating the antivirus and both firewalls.
It downloaded a launcher and the JRE just normally.
But it just executed the normal 1.6.76 launcher.

After activating everything and plugging my ethernet back in and unpluging my phone from the computer everything started normally but no new launcher (I also had to log in again).

I want to mention that i tried to install the beta version of the new launcher but it also didn't work. I gave me an error code 5.

I try most of the time with broadband and an ethernet cable.
a 40mbps download with 2 mbps of upload connection which is stable most of the time and it doesn't work.
I used 4G and it managed to update the launcher to the version 1.6.76.
I don't know why it didn't download the new launcher while all my friends who play minecraft in my same country have no problems getting the new launcher.
I even tried with different computers.
Might it be because of the high temperatures? It's summer and the outside temperature can reach up to 38°C/100°F

This is not resolved right now, i'm still with the issue
I've been using a stable internet connection but it wan't working, i stated it in the original post.
Sorry if i sound kinda mad, but the fact that i'm the only one with this problem is not good.
again, i connect my computer directly to the router via Ethernet. Broadband connection of 40 mbps.
And sorry if there are grammar mistakes, i speak spanish.

The old launcher was working fine but there's now a new update that is trying to download and it does not download as always. Again, i'm using a stable broadband connection of 40mbps of download.
