In the top left corner of the launcher there is an outline of a creeper face, if you click it, then it turns white. While it is in this white mode it is always on top of the screen, including the language menu (See screenshot).

I confirm for 2.0.806. Without clicking on the creeper we don't see it but when we click and select language it appears
Looks like a Z-Index issue.
