After installing the new launcher I was unable to start minecraft as it returned an error saying unable to find a valid path. I have discovered that the profile path contained a � where a š is suposed to be. I use windows 10 with a microsoft account so my default users path contains non english letters like š. The problem was fixed by manualy replacing the � with š.

Hy the problem is not with the download path of the launcher instead but rather the path of the game profiles.
go to launch options click on a profile and enable the "Game directory" and than change it

Having special characters in your Windows username can break Java, which in turn breaks Minecraft. To fix this issue, either create a new Windows account without any special characters (only A-Z and 0-9), or change the working directory of the launcher.
