From what I can figure out, it seems your pc has very broken ipv6 support. The launcher will prefer ipv6 if that stack is available and that fails horrible.
Is there some way you can verify the workings (or remove) the existing ipv6 stack on your pc?

I use Windows XP and a proxy configuration script (served from localhost). When it redirects to direct access, everything works fine, but when it redirects to a proxy with authentication, the connection fails the same way the above attachment states it. Authentication stored Windows-wide and no browsers ask for credentials when connecting (excluding those not using the system settings). The files to be downloaded are accessible from browsers. To be fair, this same behavior was true for the previous launcher, but it would be cool to have it fixed. 🙂
Laszlo: download the latest version and configure the proxy manually using:
--proxyHost
--proxyPost
--proxyUser
--proxyPass
