[MCL-6272] Cannot play offline due to error downloading 1.11.json file

When offline and clicking the Play Offline button the following error appears:

Hi - I don't see how a Mac issue where a dialog pops up stopping offline play is the same as a this is a duplicate of a Windows issue where the launcher crashes. Also the error in MCL-5546 is not being able to save the file, whereas this error is that when offline it tries to download a file which will obviously fail!
