Kind of obvious that if the launcher has detected that it's offline, it should not even be attempting to contact an authentication server?
It hangs at this point and does not appear to be running a time-out timer.
Searching similar bugs the advice is to "first log in online". Well I most recently logged in online no more than 18 hours ago.
Also the Latest Log file is not populated. (Maybe only Minecraft proper populates the log, not the launcher?)

Actually I am getting Unknown Host Exception, authserver.mojang.com, so that's an operational issue, no evidence either way whether this issue is resolved
Play Offline fails with message:
Error: Could not find or load main class
net.minecraft.client.main.Main
Launcher version 1.6.89-j

To clarify, the preceding post is what happens when I am offline, ie not connected to the internet.
This is after having successfully connected, update checked, logged in, played, a couple of minutes earlier.
Problem persists on

Attempting the workaround of logging in:
Minecraft Launcher when I attempt to switch user reports that I am already authenticated and can play without logging in. But then when I try to Play reports "We couldn't log you back in as X. Please try to login again."
