The launcher fails to start every time I put files into minecraft directory!

Whenever I place files into the minecraft directory(mods, resource packs, saves...) and try to open the launcher it says, "Program can't start because MSVCP410.dll is missing from your computer. Try reinstalling the program to fix this problem." This happened ever since the crash when I played with Speedster Heroes mod on a server.
