I've tried the solutions that were on the page but it didn't help me.

You may try to click on the link http://resources.download.minecraft.net/d8/d8dd3873fac34c74f038df02d76d745febafe8da in the description, in my case it downloads the file (as expected).
If it doesn't download the file when you do it with a browser, then this may also be some kind of proxy between your computer and the servers.
