[MCL-9781] The news of the release of 1.13.1 development versions and 1.13.1 aren't shown in the launcher

The news of 18w30a/18w30b/18w31a/18w32a/18w33a/1.13.1-pre1/1.13.1-pre2/1.13.1 release aren't shown on the news bulletin in the launcher.

I don't know but are those news of the release/snapshots/pre-releases of minor updates never shown in the launcher?

The versions you have listed is not supposed to be shown on the launcher. The latest snapshot (18w45a) and the latest release (1.13) is shown on the launcher
