torch cannot change the colour after being dropped

step by step:

  1. switch to creative mode to get chloride and torches (alternatively torches could be made in survival mode from coal and stick)

  2. switch back to survival mode

  3. colour the torch using chloride - all works fine

  4. place uncoloured torch on an item

  5. drop the torch and pick it up

  6. try to colour the torch - does not work any more (the non-droppped torches still works OK)

When this non-colorable torch is added to a stack of other torches, all of them become non-colorable.

Note 1: The edu option for the world is enabled (but was not enabled originally when creating the world).

Note 2: The world is shared using the bedrock dedicated server.

Note 3: This is broken the same way also for win10 client.
