I thought it was temp bug that would go away but in my worlds I can't seem to make any tools other than stone. I also have two phones and tried it on both. They both seem to have the problem and it's been going on for quite some time. I left the game alone for some time hoping it would fix itself and it hasn't yet. I tried making a new world as well and nothing is helping. I can't further progress in my new world's without making other tools. While typing this I went back to take a screenshot to attach and no tools are available to make and I have the needed materials.

Note that you can still craft the tools, you just need to place the items in the crafting grid manually.
