This is an intended feature meaning that it was meant to be like that and the devs did it that way on purpose. The Enchanting table is crafted in the stonecutter rather than the crafting table
No this is where your wrong. This bug is related to where You can't make a enchantment table. Even using the stonecutter you can't craft it.
This bug has already been report next time please take a few minutes to look at the recent bug reports and look at least 3 pages to see if this bug was reported. If you don't see it try searching it if it doesn't appear report it.
