can not make enchanting table / red stone torches / cobble steps

Should be just fine in 0.13.0. In 0.12.1 there was no redstone,so no bug there and the enchantment table was crafted in the stone cutter, not in the crafting table. In 0.13.0 there is redstone, so you can craft redstone torches and the enchantment table can be crafted in the crafting table like normal. I checked on an Asus B121 Tablet Touch & pen enabled, Win10 Pro (64-bit) build 10240, MCPE 0.13.0 and made both of them just fine.
