So for two weeks now whenever we try and play Minecraft we are only able to craft wooden tools if we're playing on Survival. We have checked, double checked, triple checked that we have all the stuff needed to craft stone, iron, gold, diamond, etc. tools and it only ever allows us to make wooden.
We also play on the Xbox One and the same issue is present there.

would like to add that you can craft other tools (at least for me) you just can't see them in the recipe book.
