Endermen doesn't attack Endermite

When spawning in endermen and endermite, only the endermite attacks. The endermen aren't angry at the endermite.

To recreate:

  1. spawn endermite 

  2. put endermite in a minecart

  3. spawn endermen around 10 blocks away

  4. see what happens

I am not able to reproduce this issue. When testing in 1.16.40 I found that Endermen may take a few seconds to notice the endermite, but they do get angry and attack it.
