Steps to Reproduce:
1. Place mycelium near water
2. Place dirt under water close enough for mycelium to spread
3. Place sea grass on dirt
4. Wait for mycelium to spread
Observed Results:
Mycelium will spread onto nearby dirt blocks that are submerged and have sea grass above.
Expected Results:
Mycelium should not be able to spread onto dirt that is underwater

This is definitely specific to sea grass and works with all light levels that allow mycelium to spread. This issue is unique because it's not about mycelium decay, but about mycelium's spread to dirt that is already under water.
Is this issue still present on 1.16.201 version?
If so, can you please add it to the affected versions (or mention it if you are not the reporter).

Are you sure this is specific to sea grass, and have you tested at different light levels? I thinking this may be the same issue as MCPE-25198.
