Putting two step blocks together and trying to remove one of them will cause the other to disappear. I'm not sure if this is a bug or a game rule? But I think this should be a bug.

I believe this is working as intended. When you place two slabs together, it creates a different block called "double_slab" that drops 2 slabs when mined in survival mode. I do not think the game has any way to handle mining half of a block.
