When XP orbs fall in powder snow and the player walks over (with leather boots) to collect them, some will just follow the player but won't be collected and won't burn in lava/fire.

I see no reason to think this is a distinct issue from MCPE-11181. In the video, orbs clearly sink into the snow both client-side and server side. If the player were to sink into or break/collect the powdered snow and walk around where those blocks were more slowly, they would eventually find and pick up the server-side, orb, and then the client-side orb would disappear. Or they could relog to re-sync the orbs, and then remove the powdered snow to find the missing orb.
What might be distinct about powdered snow here, is that it might be slowing the movement of xp orbs differently server-side and client side, and thus facilitating their desyncing when they are embedded in the snow and a player moves near enough to attract them. But it really isn't difficult to desync orbs in many other similar ways. Pretty much any time xp orbs have a player attracting them while they are also experiencing force in a different direction from another source (gravity, collision with blocks, collision with walls, etc.) they will desync. In fact, what the video shows with powdered snow is probably reproducible with cobwebs as well.

Reopened because this issue might be like MCPE-120829 where touching a specific block always and immediately desyncs an xp_orb. I am not in the beta program so I cannot test it thoroughly. I had previously resolved this as a duplicate of MCPE-11181 because it looked like just another example of that, but it is apparent that MCPE-120829 is a special problem, so this one might be too.

After testing this more, I don't see anything special with powder snow here apart from the general issue of desyncing orbs (MCPE-11181). I dropper orbs in a 5 x 5 block of powder snow and pushed them into it with piston, removed the powder snow, checked their position, relogged, and check their position again. Also observed orbs moving along the edge of powder snow to compare client-side vs. server side friction.
