Bug with fishing rod and player's arm

I found a bug today when I'm crafted fishing rod. I saw what my player didn't move his arm while he is holding a fishing rod. I picked up an axe and I saw what his arm is moving with axe. I was played on 1.16.0 . I was think what its just old version bug and I'm updated Minecraft to the last version and I still saw this bug.
